Rebuilt modules re-use components (lenses) that are fitted with new HeNe laser tubes from the core exchanges.  This  which reduces the manufacturing cost.  Inventory varies and is based upon the availability of the core exchange parts in stock.  

Rebuilt units require a core exchange, where the old (dead) laser is shipped back (using the return address) in the same box.  The price is includes the core exchange.
